I have started the process of creating an official petition for the amendment of the Constitution (In addition to my previous action of officially submitting an amendment). The goal of this petition will be to boost the strength of the amendment, and to hopefully show there is strong popular support for this. The petition is currently going through moderation, once it goes through, and if it passes (which it should, but you never know), then we have 60 days to get 1000 signatures... Now, considering the state of Asgardia currently, I do not believe that achieving 1000 signatures will be easy, or even necessarily achievable. But we have to try! As such, once it has gone through moderation, I will post it here, in the ARE group, and hopefully we can all spread it to as many people as possible. However, I don't want it to be spammed to people. Spamming is rude and not very effective, so feel free to post it in relevant groups, but please be civil about it. Even if the petition does not succeed, the Constitutional Amendment suggestion has still been submitted, however any Asgardian resident is free to submit a similar amendment suggestion here: https://asgardia.space/en/page/referendum-on-amendments Here now follows the wording of my amendment suggestion in full: "Asgardian Citizenship and Residency are a right, not a privilege. they cannot be revoked. To prevent discrimination based upon any unjust metric (Such as ethnicity, sex, economic status, religion etc. etc.), Citizenship and Residency are inalienable so as to prevent the alienation of certain populations from basic Asgardian rights and regulations. (Notes on why this amendment is important. Currently, a law which requires a 100 Euro payment every year in order to not lose residency (The seemingly current iteration of Citizenship). This will undoubtedly result in the poorer citizens/residents of Asgardia losing their status, which means Asgardia will gravitate towards a richer, less egalitarian population. Furthermore, it is to safeguard against future malignant individuals or groups who may become leaders in Asgardia. An example of the risk of having alienable Citizenship is currently happening in India, where over a million Muslim ethnic people in the north-east have not been included on the official Citizen registry. Thus theoretically, stripping them of the rights as citizens, allowing for them to be discriminated against. Nazi Germany too, revoked Jewish people their citizenship. Having Citizenship be alienable means the Asgardian leadership can pass laws which will eliminate groups of people who may vote for the opposition, or who don't agree with the current leadership. It can be used in similar manner as modern nations use the Death penalty, especially in less stable, more corrupt nations, where political enemies can be put to death under a thin veil of justice. So too would a system that allows the alienation of citizenship allow corrupt individuals or groups to expel their political opponents/enemies, thus seizing power and bringing the entire Asgardian project at risk.)"

Yea, I understand the need to fund Asgardia, but a flat fee is absolutely not the way to do this. Especially not one which kicks people out of the nation if not paid. It disproportionally affects the poor, which is what I founded this community for =).

I tried to create a petition for this in the past, but it, for whatever reason, did not work. Furthermore, I forgot the wording of my amendment suggest/request. So unfortunately I don't think I'll be able to do this. Great suggestion though, unfortunately I'm a very disorganised person.

Yea, I agree that absolute equality is most likely a pipe dream. My big concern here, is that this is about the fundamental right of citizenship/residency. You NEED to pay the price in order to be a resident, if you don't, you physically become a non-resident. This doesn't happen in other nations. In most nations, you can live without a passport (You can't travel, and can't do many official things until you buy one, but you're still technically a citizen, and that never goes away). The n amount of Euros cost per year is a subscription model, you're subscribing to be a member of Asgardia. If you're bad off for a while, you can lose all your privileges, all your rights as an Asgardian resident. This is an immoral system, because it can disown people for being poor. I'm not aware of any nation having a system like this. My problem isn't with that there's a cost. My problem is that there's a set fee, and an easy way to accidentally lose your residency. The way nations usually make revenue, is through taxes. Which is a percentage. Percentages are inherently far fairer, still not completely fair, because the poorest people have a higher percentage of their income going into living costs than rich people, but fairer than a flat fee. A flat fee vastly, disproportionately affects the poor, and means you cannot be an Asgardian if you are unemployed, or poor. It's basically a closed gate to a massive portion of the population. I'm fine with set fees for many things, but not for the continuation of your residency. Especially not in these early days of Asgardia. If I'm not mistaken, only residents can vote. As such, only the affluent can vote. This is a MASSIVE problem, because if only the affluent can vote, then only affluent ideas come to fruition. If we don't have poor people in our midst, then the system doesn't consider poor people. This is how inequality happens: Because the rich have more influence than the poor. The residence fee is a gate that keeps the poor out. It's an automatic class divider. One of the very very first laws has given Asgardia a class divide. Those who can afford to be residents, and those who will have to go by being right-less, privilege-less followers. I understand it might not seem too big of a deal. But laws like these, divisions like these, have caused significant damage in the past. You're stopping the poor from taking part in the core parts of Asgardia. This is unfair, and leaves them little chance to create a future for themselves in Asgardia.

Open letter as to the illegality of the Citizenship Act, 2018 (0002) as pertains to the Constitution of the Space Kingdom of Asgardia

Dear Space Kingdom of Asgardia,

The Citizenship Act, 2018 (0002)(Henceforth "The Act") contains a clause that requires citizens to pay a 100 Euro citizenship fee in order to retain citizenship(Section 10). As such, anyone who does not earn 100 Euro per year, or can afford to spare 100 Euro per year, is unable to be an Asgardian citizen.

The Constitution of the Space Kingdom of Asgardia(Henceforth "The Constitution"), however, states numerous times, a focus on equality, stating in Chapter 1, item 4: "All citizens of Asgardia are equal, irrespective of their Earthly country of origin, residence, citizenship, race, nationality, gender, religion, language, financial standing , or any other attribute." (Emphasis mine).

So the The Act is already in conflict with the Declaration of Unity of Asgardia.

Furthermore, Chapter 4, Article 13, item 10 of the Constitution states "[...]The tax system and preferential tax terms, including voluntary taxation of the private persons , shall be set by Asgardia’s laws." (Emphasis mine). Though this may seem like Asgardia's laws decide how taxation is handled, the constitution specifies the taxation is to be "Voluntary". No matter how much one might claim that the Citizenship fee in The Act is voluntary, it is clear that this fee is not voluntary, as failure to pay results in the removal of citizenship. The cost of not complying is clearly on par with punishment, and as such, the fee is not voluntary.

Article 34, item 8 of the Constitution states "A ll Asgardian revenue and expenditure shall be included in the budget and be balanced. Meeting the needs of Asgardia’s administrative bodies and governmental enterprises shall not overload taxpayers [...]" (Emphasis mine) furthermore reinforcing that The Act is illegal, at least in part. Because it is inarguable that an annual fee (which I would argue falls under tax), which is more than a citizen of the less financially fortunate persuasion can afford, does not constitute overloading the taxpayer.

There are more locations where The Act works counter to the Constitution. However I believe this should suffice as proof that The Act is illegal, and should be revised, or at the very least, an investigation into the legality of The Act needs to be performed.

This is an open letter to the government of Asgardia, written by a disappointed citizen.

In order to obtain and maintain Asgardian citizenship, the Citizenship/Residents Card Fee is mandatory. The fee is the same for all citizens, and covers the administrative costs of processing the citizenship application and producing the respective documentation. It is not a tax. (The fee is the same for any applicant because the costs of application processing is the same.) Should any funds remain after all the administrative processing is completed, they will be allocated to the endorsed goals of Asgardia, a range of government services, including banking. Any country in the world, including nations that offer e-residency, allow residents access to their country's government and banking services only on the basis of a robust registration process, which includes registration fees. Verified citizenship is the key to safety, security and a strong international reputation of a nation, as well as its services for citizens and its presence on international markets. This is critically important in building a full-scale economy and cooperation with other nations on Earth. Therefore, Asgardia is implementing a comprehensive application process that includes: -Ensuring that citizens are who they say they are. -Maintaining high standards in the application process. -Maintaining national security, ensuring that those involved in criminal and/or fraudulent activities do not pose a threat to Asgardian citizens. -Meeting core international standards. -Setting up for the provision of financial services. Everyone who has paid the Citizenship/Residents Card Fee will be receiving an official djgital ID card which is required to obtain/maintain citizenship. II. The Declaration of Unity and the Constitution of Asgardia stipulate equality of all citizens of Asgardia. This refers to all people who have attained Asgardian citizenship and have met the criteria for Asgardian citizenship in accordance with Asgardia’s laws. In order to have rights as a citizen in Asgardia, one should first become a citizen of Asgardia. This means adhering to the nation's laws, including the Citizenship Act. It also means paying the Citizenship Fee. III. Legislation of Asgardia is currently in development. Democratically elected parliamentarians are working on proposals for developing new legislation. The Parliament is discussing and debating ways to ensure that Asgardian citizenship is as open and inclusive as possible. The Citizenship Fee is voluntary. One may chose to remain a follower at no cost and work alongside Asgardia, helping define the future of humanity through discussion, debate and networking with other like-minded individuals, but without access to the activities that require citizenship.
