Charity and Welfare are Administrative?

This website has a lot of serious issues, but this one is just silly...

How on Earth can you say that both charity and welfare are "administrative" functions?

Please raise your hand if you know what the word "administrative" means.

Un-Administrated: Sends over useless toys, free credit card offers, scammy business propositions in exchange for land, political agendas pretending to do good, offerings to build sweatshops.
Administrated: Training, Basic Survival Needs, Communication Devices, Relocation Opportunities.

Depends on who's administrating, I imagine.

Every crowdfunding platform has admins. This makes the website run, so that people can request money, keep track of donations, and process payments. Fieldwork requires even more logistics and organizing. I think it's important for donors to trust the platform that they are using to send money. Three ways to increase trust are transparency, crowdsourced decision-making, and success stories. A video about a success story is great for PR.
