About the constitutional changes  

The Constitution should be stipulated some rules for amending the Constitution. For instance, the constitution could only be amended at most one rule each time. After every revision of the Constitution, in the next few decades can no longer amend the Constitution to prevent the powerful people amending the Constitution on a large scale for their own benefits.

Or, better, simply install a model of Direct Democracy - and then any changes to anything have to first go through the people. No single individual holds more power than any other. Ensuring it's only doing what they want.
