The Second Paragraph of the constitution is not connected using valid grammar with the previous statements, basically it makes no sense di per se.

I will want to submit a request of attention on this part to the author.

I think, at this point, there are at least four threads pointing out the grammatical and logic errors in the Constitution. No one seems to care enough to change them right now.
