Constitution Idea in Development ¶
I have some interesting ideas I have ben working on, I thought I would share what I have as I develop it. Comments and critiques are welcome.
Asgardia Constitution Proposal

I am trying to design a society which will fast track itself to into a post-scarcity economy. That way we would be able to have the resources to pursue scientific development and immigration into space.
I propose the following.
Everyone has a daily stipend which is refreshed daily. The stipend is a representation of the renewed resources generated. ( such as electricity generated daily from solar panels ). This stipend is a source of motivation for citizens to help the nation as increasing the nation's resources they also increase their own available resources. Some resources have a shelf life (such as food), as such, only the portion without a shelf life of the daily stipend is converted to FinGard once the day has ended, for later use. As a nation, we need resources to accomplish our goals, to that end an incentive is built into the structure of the society to increase our resources. Citizens can increase their daily stipend by increasing the nation's resources and earning CitiSlices. Citizens can either create or earn CitiSlices by increasing the nation's renewable resources directly, or by inventing procedures which make currently used processes of the nation more efficient thus requiring the nation to use fewer resources to achieve the same results.
As population growth and immigration is an issue once we do have an established resource base, I have the idea that it costs twice ( or more ) the value of the renewable resources to support a person in order to add a person to the nation. When a person passes, their citizenship reverts back into a single CitiSlice to be inherited by whomever the person designates in their will or to their nearest relative. This creates a way for CitiSlices to disappear, allowing for the nation to have more resources and to offset any decay of renewable resource generation that may occur due to equipment failure or a mined resource being depleted. Other than this single CitiSlice per person, the CitiSlice is not transferable.
Everyone should have the right to basic nutrition, shelter, and knowledge. When we achieve a fully automated, post-scarcity society this will be fully offered as a right. Until then we offer food and shelter as best we can.
Currency ideas of several types: Currency Asgardian Digital (DigiGard): blockchain based currency, This is a representation of computational resources of the nation. The creation of each block also does some processing work such as protein folding or rocket trajectory simulation or something that Asgardia needs computed. The larger the amount of computation, and the more important the computation the greater the value returned for the block. Of course, computed results are compared for validity before the value is granted to the miner.
Currency Asgardian Finite (FinGard): A direct representation of goods ( backed by MRE equivalent value? )
1 unit is equal to 1 day's worth of food and drink with 1 day of breathable air. Defined by what the average healthy person would need to survive in a healthy manner. (example: 3000 calories and 10 cups of water w/ appropriate vitamins and minerals) By doing backing our currency we are isolating our currency from currency fluctuations based on earth locked countries. Since we would be backing our currency with material goods.
Currency Asgardian Relative (RelGard): A fraction of the total community resource pool (generates every day) measured in CitiSlices, smallest unit of currency is 1/1000 of a CitiSlice. RelGard is only claimable by citizens.
Currency Asgardian Merit (MerGard): Nontransferable - provides access to areas and equipment ( example, car keys are only provided to people who have passed drivers test ) ( The purpose of this is that people can prove themselves to be trusted with equipment and resources in larger projects )
Daily stipend Access to renewable resources is provided to all citizens, augmented by the number of shares they own.
Basic citizen stipend = (50% of total renewing resources) / # citizens A percentile of the total resources is reserved for government projects ( between 10% and 40%? ) [Such as building and repair and research] The remainder is divided up into CitiSlices. Named so because 1 CitiSlice equals the amount of resources required to minimally sustain a person ( can be given to non-citizens for them to become citizens provided the citizen does something which benefits the society ) [example, cost for temporary shelter and the day's food and temperature regulation (be it clothes or other), basically it is one FinGard per day before being reduced the next day to only the permanent value]
Citizenship and Population Control. : If you can increase the nation's daily resource to be able to support 2? additional people, you are given a CitiSlice, this can be used to immigrate new people or the citizen can keep it and benefit from the increase of resources that they have accessible. The reasoning for 2 or more is that it must be able to support the person and also is a chance for the nation to gain resources.

(I) Right to recognition of intelligent sapience
Any being claiming to be an intelligent sapient is entitled to be treated as such until such time as they are unambiguously determined not to be.
- (II) Right of equality
All intelligent sapients regardless of origin, or other factors, are regarded as equal beings before the law and are to be treated accordingly.
- (III) Right to life
All intelligent sapients have the right to be free from arbitrary or unjust death.
- (IV) Right to liberty
Each intelligent sapient is entitled to control over their own life within the law and cannot be forcibly owned, detained or otherwise coerced with the exception of those assigned a guardian whose rights will be limited in this regard.
- (V) Right to die/Right to mortality
The right to terminate one's existence at a time and place of one's choosing, or to refuse longevity treatments is to be assured. ( This is in preparation for immortal citizens )
- (VI) Right of bodily sanctity
The physical form of intelligent sapients, be they biological, mechanical, or digital, are to be held sovereign. No one can arbitrarily or unjustly alter, augment, harm, maim or otherwise inflict pain on another without permission of the sapient in question.
- (VII) Right to cognitive consistency
No intelligent sapient shall be forced to have their mind drastically and forcibly rewritten, edited or otherwise changed in a manner that destroys their personhood. ( ie brainwashing is illegal if not voluntary )
- (VIII) Right to reproduce/replicate
No intelligent sapient may be arbitrarily denied the right to reproduce themselves including the right to create static or active copies. Population control policy must be fair and unbiased.
- (IX) Right of identity
Every intelligent sapient has the right to their own identity and may not claim another's or have another's forced upon them without consent.
- (X) Right to transcend one's condition
No intelligent sapient being is to be unreasonably denied, through either intrinsic or extrinsic force, the capacity to alter one's self physically or mentally, through natural or artificial means.
- (XI) Right of prosperity
No intelligent sapient can be unjustly denied access to the resources required for them to live full lives. Nor shall they be denied access to the means to ethically increase their personal wealth.
- (XII) Right of expression
intelligent sapients are to be allowed to express themselves in any reasonable manner without censure, attack or otherwise inhibition. This includes but is not limited to public speaking, published opinions, religious expression, bodily form and chosen garments.
- (XIII) Right of association
All intelligent sapients are to freely be allowed to associate in whatever family, network or organization in any consensual manner.
Definition of intelligent sapient: the ability of an organism or entity to act with judgment and to understand and make simple logical arguments.
All laws will be recorded in the following format.
Reason for law Conditions for application of law Actions declared by law Data to support law
Logged Discussion and use of law By recording the reason for the law, we prevent archaic laws whose purpose is forgotten as they can be reviewed and discarded. We also will have a record attached to the law as to its effectiveness, history and our thoughts pertaining to the law. This is so that we can learn and adjust the laws to perform more effectively.
