Would embassies be in charge of allowed legal name changes?

I noticed there has not yet been a policy put into place allowing name changes. What of those who want to change their name in their own country but haven't legally done so yet but would like to change the family name to their mothers's maiden name? Would render a potential candidate invalid? Would one have to change their legal name in real life? What about name privacy concerns? Or citizen protection?

At the moment we are still going through the processes in order to be recognized as a nation. After that has been completed, we can then begin setting up embassies, and those issues can be addressed at that time. If you have any other questions let us know.
