This is easily delivered by way of a forum post(somewhere prominent is clever) or dedicated page that contains a dated statement that at no point has citizen data been requested by or delivered to foreign nation agencies without clear and conclusive evidence that a crime has taken place and that this requires access to this data.

Should that condition serve to become untrue, then this message can be removed without breaching conditions commonly attached to warrents for such informations.
