It looks as if the process envisaged is to bring the world together under one umbrella with regard to Space which would infer that the few countries who have invested heavily in space would need to relinquish National interests in favour of a new world organisation that would serve all humanity. We can debate elsewhere the trust issues that will arise but the theory sounds good. The digitising the Noosphere is somewhat vague and the method to do this is certainly open to debate. the def. is "the sphere of human consciousness and mental activity especially in regard to its influence on the biosphere and in relation to evolution" and if we are to digitise it it sounds very much like Artificial Intelligence is the theme.
