Lena De Winne, the CEO and Vice-President of Asgardia NGO, provided an analogy to answer this question. “There is a saying – don’t confuse tourism and immigration,” she said. She compared citizens of Asgardia – those who accepted the Constitution – to legal residents of a country, and those who chose not to support the Constitution – to tourists. “If you like a country, if you want to live there, if you want to be part of that system, it’s only natural that you abide by the established regulations in that country,” she explained. “And in most countries, that would be the Constitution. Anybody in the first 100,000 will have the right and are welcome to exercise the right to get Asgardia’s citizenship for free.” “Citizens are those who support the Constitution, the basic makeup of the country. So, we consider those who have voted for the Constitution citizens as in when, for example, a referendum was happening on whatever might be the subject, these people are entitled to vote. As far as we are concerned, they have declared that they are supporting Asgardia, so their vote counts when decisions are to be made,” De Winne explained. Citizens of Asgardia have the right to receive Asgardia’s documents for free; upload their files to Asgardia-1 and future satellites without charge; nominate themselves for leadership and Parliamentary positions; work in the government and become local representatives. Citizens can bring forth petitions, including those to update the Constitution. As for the future, she said, “After the first 100,000 is done, the voting will continue, and every new person who is applying has to provide a certain amount of data about himself or herself, and then has to vote or not to vote on the Constitution.” Those who accept the Constitution after the voting is closed will be considered applicants for Asgardian citizenship. If a person does not accept the Constitution, they will still stay a registered Asgardian and participate in forum discussions, for example. The difference, De Winne said, is that “by doing so that person either says 'I am interested in becoming a citizen,' or 'I’m visiting your Asgardian nation as a tourist'.”

The essence of Asgardia is Peace in Space and the prevention of Earth's conflicts being transferred into space. Asgardia’s philosophical aspects are to serve humanity, regardless of personal welfare and the prosperity of the country where they happen to be born and to digitalise the noosphere, creating a mirror of humanity in space but without Earthly division into states, religions and nations. Asgardia’s legal aspects include, but are not limited to, the creation of a legal platform for the exploration of near-Earth and deep space, proposing "astropolitics" as opposed to "geopolitics" to be the scope preventing conflicts in space. Asgardia’s scientific and technological component can be summarised to: peace, access, and protection. The technical structure comprises three main segments: one or several core satellites, cluster of network-centric small satellites and protective space platform. The project is funded entirely from private funds and does not involve any crowdfunding that is a principle decision of the Founding Father. Satellite Asgardia-1: On June 13, 2017, detailed plans were announced on by an international team of renowned scientists, academics and entrepreneurs regarding the launch of Asgardia-1, the inaugural satellite of the world’s first Space Nation, Asgardia. Rules on self-nominations and counting the votes 1. All Asgardians have the rights to nominate themselves. 2. Self-nominations will stop at midnight Paris time on 26 February 2018 3. Those who have nominated themselves cannot make changes to their profiles or platforms after this time 4. During the profile check, any inaccuracies (incorrect first name, last name, mistakes in the date of birth, education, etc.) may be the basis upon which the Central Election Committee removes the candidate's nomination 5. Until 1 March, votes can be changed or reallocated. During the period of 1 March - 9 March, this is no longer possible as it is the period during which the votes are counted. 6. Every candidate can nominate himself/herself in only one district. 7. At midnight Paris time on 28 February, the number of seats for each district is recalculated and confirmed. This number does not change until the end of the election. 8. Every Asgardian has the right to receive an unlimited number of votes in any district 9. All of the votes received in each of the district are counted if they do not exceed the number of seats for each district. If they do exceed the number of seats, the most recent votes are counted first. Example: Assume the I am from the French district, which receives four seats in Parliament. In this district, four Members of Parliament are to be selected from nine candidates. I am not nominating myself, only voting for others. In the French district, I voted for all nine candidates. My votes are given to the four candidates for whom I voted most recently. In the English district, I voted for three candidates (fewer than the 71 seats in Parliament), so my three votes are given to the three candidates. In the Russian district, I voted for six candidates (while the number of seats for the Russian district is five), so my votes are given to the five candidates for whom I voted most recently. 10. There must be a "Confirm Vote" button that is assigned a higher priority than the timing of the last vote. This button must work during the period of 1-9 March. On the cusp of the deployment of Asgardia-1 into orbit, we'd like to share the special presentation that was prepared for us by Nanoracks, who was the integrator of our satellite to flight.These are parts of our satellite fixing pin and REMOVE BEFORE FLIGHT TAG. It is tradition to remove and discard these right before flight, however Nanoracks kept these two elements of our satellite, framed them and presented this lovely gift to us. Don't forget, the beginning of the launch of the Orbital/ATK Cygnus CRS-8 Cargo Ship will begin tomorrow morning at 8:10 EST (13:10 UTC) with an estimated deployment of the Asgardia-1 satellite set for 17:28 EST (22:28 UTC). Asgardia-1 is in low Earth orbit November 10, 0001 / November 14, 2017 The Cygnus cargo spacecraft with the Asgardia-1 satellite aboard has docked to the International Space Station (ISS) today at 5:04am EST or 10:04am UTC. After completing scheduled operations whilst attached to the ISS, Cygnus will be maneuvered to a higher orbit and the Asgardia-1 satellite released into its own independent orbit. Asgardia -1 Enters Space, Establishing the Space Nation’s Sovereign Territory November 9, 0001 / November 13, 2017 On 12 November 2017, the space nation’s first satellite, Asgardia-1, was successfully launched into space from the Wallops Flight Facility in Virginia, USA. Head of Nation Igor Ashurbeyli was present to oversee the launch. The launch of Asgardia’s first satellite establishes the nation’s sovereign territory in space and satisfies the last condition necessary for admission to the UN: that in addition to the Constitution, a government and a currency, the nation must have a territory. Asgardia’s Constitution has already been accepted; its cryptocurrency, the Solar, is registered at the European Union Intellectual Property Office, and the government formation is underway. The Asgardia-1 satellite is contained within the Orbital ATK Cygnus spacecraft, which is flying atop the Antares rocket to the International Space Station. From the ISS, the satellite will be deployed to outer space, flying in low Earth orbit.
