Asgardia doesn't particularly require terrestrial territory, and if it does on the scale of it then it shall only be a short term requirement and not worthy of significant investment that's the gross output of an advanced nation. A new nation setting up borders right next to yours does nothing to ease tension, instead it fabricates it.
