... It is probably true quite generally that in the history of human thinking the most fruitful developments frequently take place at those points where two different lines of thought meet. These lines may have their roots in quite different parts of human culture, in different times or different cultural environments or different religious traditions: hence if they actually meet, that is, if they are at least so much related to each other that a real interaction can take place, then one may hope that new and interesting developments may follow.

The value of the cultural heritage is recognized by the community to which it belongs, which is defined through social and subjective attributions assigned to the art collections, museums, landscapes, architectures and traditions. These values define the membership of a community that shares the preservation and the valorization of the criteria varying over the time.
The concept of cultural identity follows that of value [Amartya K. Sen, 1994; Marc Laenen, 2013]. The identity is a concept very dynamic, subject to a continuous evolution which includes the change of meaning of the same heritage. Therefore identity and value are concepts whose interpretation is increasingly difficult and complex if we intend to share them in order to ensure their conservation and valorization.
Today the tourism development calls into question the interpretation of these concepts. Consequently the Heritage Sites form part of a competitive world showing itself with a wide range of offers all different.
The result is a
cultural democracy
[Christopher Lasch, 1995] which, although it might pose problems of management, represents a positive phenomenon for the cultural growth for an audience that is interested in the knowledge of new cultures. This concept of democracy does not allow to acquire a knowledge always correct, that can be determined by a subjective and conscious choice.
So travel and tourism mobilize a cognitive process favorable to the rapprochement of cultural diversities. As an alternative to the conservation task today the museum is faced with the demands of a tourist movement which considers the site the museum like a reference that is required for its activities.
In these conditions the function of the Ministry of Culture today includes the need of providing a corresponding support for a correct use of the cultural heritage. All this requires a dialogue among the cultural institutions. The purpose is to promote an active participation between the local community and the temporary residents about the meaning and the role of the civic value of the local heritage.
In conclusion, in this articulation of culture-tourism-knowledge, the Ministry of Culture proposes himself as a reference guide for a conscious cognitive acquisition of the cultural heritage.
