All the best motivation, and the good behavior of the Asgard will never stop all of the possible aggression on earth, or in space. It can be seen in all of history of mankind, and probably so in other civilizations in space, you will always find groups who use violence, this is often the easy way to get something. So I agree, there should be a place for a protection detail. It should however be capable of providing lots of help. Combining police, army, ambulance, medical competences. Every single one should be at least capable of giving basic first aid, stopping an individual who harms others, and if need be every adult should be trained to use individual weapons. This is only possible if Asgards live in space. Part of this is possible today, but the laws of where you live must be respected. If you are strong and well trained nobody will try to harm you, and this point of departure allows you to help everyone in need. Not all humans have the capability of seeing the big picture, those who see less are easily tempted to use force to take from others. Try to explain Asgardia to some parts of the earth where people do not manage to feed themselves, but still continue to having lots and lots of children. We will have to take a lot of responsibility with great care and love for others. Believe me this is very difficult if you want to respect and not patronize the other.
