I'm here :) watching for others.  I do not think this is off topic.  Finding people with qualifications that are part of communications infrastructure is not promoting or selling something.  From a standpoint of acting like a nation emergency communications infrastructure is important. Digital communication over RF whether in ham bands or otherwise uses the same knowledge base.
