In this petition I will propose two Divisions for Asgardia. The Divisions will be separate from each other and will have their own ranking system based on experience, merit, and time in service.
Of course the structure will have to be in place already. I propose that a vote or applications process be implemented to apply ONLY to the first organization of both Divisions.
The reason for a plan to implement the two Divisions as two separate entities is because when the military or government has complete control over communications, then communications becomes heavily regulated and controlled, it becomes severely expensive and it does not merit free speech. Therefore, it is not in line with the Asgardian vision or way of life.
The Guardians Division will be responsible for several things. It will be our police, it will be our military defense, it will be our security. It will not have the right to simply infringe upon your rights. It cannot simply walk into your quarters, it cannot simply arrest you. There must be warranted proof, there must be warranted justice. Asgardians will have freedom and inalienable rights. These Guardians will provide an arm of justice and protect the Citizens and the Constitution of Asgardia from all enemies Foreign and Domestic, even in the face of certain death.

The Communications Division will be responsible for ensuring that all communications on board our space crafts, stations, and satellites will be in full function at all times. Day and Night. They will also be responsible to ensure that all communications lines remain open between our nation and others. They will stand ready to support the Head of Nation and the Citizens of Asgardia by ensuring that we can negotiate properly and clearly with all nations, enemies, and allies of Asgardia.
Communications is ALWAYS READY TO SUPPORT!
The two Divisions will be seperate and no person may ever serve in both at the same time. This is to ensure that our governing bodies cannot become corrupt and control what we see, hear, and know. This aligns with the values of Asgardia. The First Free Space Nation.

What is your proposed first organizational level? Once application or vote is received, how would designation to either division be decided? Is your proposal to have these divisions be under some other branch than the currently noted ministries?

At this instant in time, the Space Nation needs to emulate tried and tested methods of governance, though it obviously will have its own unique spin. Should humanity ever get the dream of life outside our native atmosphere, it will need a flexible, possibly modular, form of the complex governance that will evolve from the current constitution draft. Having a dual society of overly specialized, discrete (and discreet) classes may lead to self-destruction over larger time frames.

Two comms units would increase expenditure and potentially create antagonistically opposed units (like CIA and FBI and NSA and so on). If we want a NEW, BETTER Society, then we should learn from the mistakes of our collective histories, not repeat them.
That said, I think the fact that you have put forward a proposal is excellent, and is a good starting point for discussions. :)
Christofer, I believe there is no need to divide the control of communications, as you propose, because otherwise there will be conflicts between groups. It is enough that a vote is made, so that everyone here has access to the reading of the document in question. ...
