I am petitioning the leader of the nation, Igor Ashurbeyli, to create a committee to develop a protocol for first contact and subsequent interaction with sentient non-terrestrial live forms.
As humanity moves into space, the potential for encountering extraterrestril life increases exponentially. While the existence of sentient non-terrestrial life is the subject of debate, statistics favor the possibility.
The Drake Equation: N = R* • f p • n e • f l • f i • f c • L ( http://www.seti.org/drakeequation ) is the scientific standard for calculating the probability.
Because of this statistical probability, lacking a cohesive protocol for first contact and interaction, would place Asgardia at risk of grave errors these interactions.
Respected scholars have undertaken the study of probable human/sentient non-terrestrial activities. For example, After Contact : The Human response to Extraterrestrial Life (Harrison, Albert, A., Plenium Trade, New York. 1997) is one such endeavor.
The Committee would review current literature on human/sentient non-terrestrial contact and create a body of recommendations of how such interactions should be conducted.
The cost would be negligible as research and committee meetings could take place on line.
Asgardia should be prepared.

I don't know how you don't already have the votes but I'm certain this will be one of the first things of discussion for security officials and others and will most likely work with international bodies that have already developed such protocol.
I think the Idea is interesting, I have signed this petition, but it is not very urgent. The reason is simple: Asgardia is a peacefull union and we do not need strict rules to contact extra-terra creatures while we all already know how to do it. :-)
