I find this topic very interesting and after reading all the comments I feel I must add my 2 cents as well.
I am ex military and security. Conscription should only be used as a last resort. It is far better to have a core of professionals supported by trained volunteers that are called upon on a rotation based roster serving no more then a month (the government could extend this length of service if it needed) then returning to their full-time position.
This way you would have a pool of people to draw from when needed.
This could apply to all branches ie Medical, Food service, Sanitation, Immigration and Security, Engineering and Maintenance etc.
Anyway thats my 2 cents worth.
