Abstract

The conception of noospheric education is a part of the conception of noospheric way of development of Russia worked out by the Academy of Natural Sciences in 1993–1995, and proceeds from its basic conceptions and principles. The conception of noospheric education is a system of theoretical, methodological and practical views on the matter of education and the possibilities of its effective achievement in the society at the period of transition to noosphere. The noosphere, the "thinking layer of the earth," would be a mega-synthesis of all the thinking elements of the earth forcing an entree into the realm of the super-human. On the threshold of the third millennium the search for new school and education strategies based on the synthesis of cosmic, biospheric, anthropospheric and cultural creative fundamentals of life has intensified noticeably. “The explosion” of creative energy demonstrated by the people of science, culture and education is determined by the demand of harmonization both in value, spirituality and practical relationships between people and the environment. Only deep awareness of the current changes in the common world-view, as well as mastering both the new methodology and instruments for its realization, will allow man to enter the new phase of our planet’s spiritual evolution: noosphere. Only a renewed and improved system of education will allow us to enter this new sphere of reason of life on the Earth.

A half century ago the great Jesuit scientist-theologian, Pierre Teilhard de Chardin, while discussing his ideas about an evolving cosmos, said that "under the free and ingenious effort of successful intelligences, something irreversibly accumulates and is transmitted, at least collectively by means of education, down the course of ages." Teilhard declared that man was a definite turning point in the upgrading of the cosmic process towards consciousness. He believed that humankind collectively was in a state of continuous additive growth, sharing in the universal heightening of consciousness. Teilhard called for the human collectively to erect a "sphere of mutually reinforced consciousness, the seat, support and instrument of super-vision and super-ideas." Mankind had to build the noosphere!

The noosphere, the "thinking layer of the earth," would be a mega-synthesis of all the thinking elements of the earth forcing an entree into the realm of the super-human. Aside from his religious interpretations, Teilhard believed that the noosphere would lead to the next step in evolution, beyond the human, to the super-human: the Omega Point.

“As we keep gaining knowledge and wisdom from the cybersphere, at some point we will transform into wise human beings who are able to detach from it. This is when we will finally reach the highest levels of cosmic and earth consciousness, known as the ‘Noosphere.’” —José Argüelles, Manifesto for the Noosphere (2011) Manifesto for the Noosphere, the final work by renowned author José Argüelles, predicted that the noosphere would be fully accessed on December 21, 2012—but warned that we will only successfully make this evolutionary jump through an act of collective consciousness among humans on Earth. Argüelles’s Manifesto for the Noosphere is intended to inform humanity and prepare it for the nature and magnitude of this shift. Argüelles draws on the radical theories about the nature of time, advanced states of consciousness, and the possible intervention of galactic intelligence. He carefully details the role of the noosphere in relation to other planetary strata (atmosphere, biosphere, and hydrosphere) as well as the history and nature of the biosphere-noosphere transition and the intermediary phases of the technosphere and cybersphere.

The ideal of the development of thinking today is wholeness, integral world perception. The development of holistic thinking is based on the idea of oneness of the Universe and man as its particle. The systemic patterns of nature are the same for man and for their comprehension by man.

Forty years ago, we sent a map to Earth sailing deep into the cosmos.

Copies of this map are etched into each of the twin Voyager spacecraft, which launched in the late 1970s and are now the farthest spacecraft from home. One of the probes has already slipped into interstellar space, and the other is skirting the fringes of our sun’s immediate neighborhood.

If it’s ever intercepted and decoded by extraterrestrials, the map will not only reveal where to find our watery little world, but also when the space probe that delivered it to alien hands left home.

“Back when Drake did the pulsar map, and Carl Sagan and the whole team did the Voyager record, there hadn't been very much debate over the pros and cons of contact with extraterrestrial intelligence,” says York University’s Kathryn Denning , an anthropologist who studies the ethics of sending messages to extraterrestrials.

“Now, however, as you know, there is a major debate among scientists and a variety of stakeholders about the wisdom of doing anything other than listening.”

The question was, how do you create such a map in units that an extraterrestrial might understand?

Earth-years would be perfectly meaningless, because they are derived from our planet’s particular path around the sun. And there’s also the question of coordinates--in space, no one can find you using up, down, east, or west.

Even the stars themselves are constantly shifting on astronomical time scales. “Second star to the right and straight on ‘til morning” doesn’t quite work if the map is found a billion years from now and the star in question—say, Betelgeuse—has long since exploded and died.

THE MAGIC ABOUT PULSARS

To my dad, the answer was obvious: pulsars. Discovered in 1967 by Jocelyn Bell Burnell , these dense husks of expired stars were perfect blazes in both space and time.

For starters, pulsars are incredibly long-lived, staying active for tens of millions to multiple billions of years.

Also, each pulsar is unique. They spin almost unbelievably fast, and they emit pulses of electromagnetic radiation like lighthouses. By timing those pulses, astronomers can determine a pulsar’s spin rate to a ridiculous degree of accuracy, and no two are alike.

But pulsars do slow down, sometimes by a mere but measurable billionths of a second a year. By calculating the difference between a pulsar’s spin rate when the map is found versus the spin period inscribed on the map, an intelligent being could figure out how long it had been since the map was made.

“There was a magic about pulsars … no other things in the sky had such labels on them,” Drake says. “Each one had its own distinct pulsing frequency, so it could be identified by anybody, including other creatures after a long period of time and far, far away.”

O planeta Terra é o último planeta neste universo sob ocupação das forças das trevas, a última relíquia das guerras galácticas que alastraram por toda a galáxia ao longo de milhões de anos.

À medida que a galáxia era libertada das garras das forças das trevas, as Forças da Luz evoluiram a partir de uma força militar criada pela necessidade urgente de defender as liberdades básicas dos seres sencientes, para uma sociedade galáctica harmoniosa e cósmica.

Como os seres na Confederação Galáctica evoluiram espiritualmente e fizeram o seu alinhamento e união com os Mestres Ascensos, eles descobriram um código interior que regula todas as inter-relações entre os seres da Luz e a sua relação para com as forças das trevas e planetas ocupados. Este código é chamado de Código Galáctico e representa a base jurídica para todas as acções da Confederação nesta e noutras galáxias. Este Código não é um conjunto rígido de leis externas, mas um código sistematizado de éticas internas de todas as almas da Luz e que todos os seres da Luz aceitam com o seu livre arbítrio, pois reflete a sua verdade interior.

Vamos agora declarar o Código Galáctico de uma forma que seja compreensível para uma pessoa medianamente desperta numa sociedade humana.

Secção I: A Lei da Graça Divina

Cada ser senciente tem o direito incondicional e inalienável a uma experiência de vida positiva.

Para explicarmos a Secção I é necessário entender que a dor e o sofrimento não tem valor algum numa sociedade galáctica esclarecida e liberta da influência das Forças da Escuridão e de outros aspectos das anomalias cósmicas. O valor do sacrifício, do sofrimento e da dor como parte da experiência do crescimento é parte da programação das Forças da Escuridão com o objectivo de escravizar a população dos planetas ocupados com mais facilidade.

A experiência positiva de vida de cada ser pensante no universo livre é garantida pela conexão interior de cada ser vivo com a Fonte e é reforçada pelo poder dos Mestres Ascensos sobre a matéria, o que lhes permite auxiliar todos os seres vivos nas suas aspirações com respeito à Fonte e a provê-los das necessidades essenciais à vida. A vida nunca foi concebida para ser de trabalho árduo e esforço, mas uma jornada de alegria e criatividade. As diferentes subsecções da Seção I regulam toda a vida num Universo livre e todas as relações entre os seres da Luz de modo a que conflitos nunca precisem de ocorrer. Vamos explicar as subsecções:

Esta subsecção garante uma experiência positiva de vida a cada ser num universo livre. Os Mestres Ascensos providenciam todas as necessidades da vida, para a riqueza e beleza física e espiritual usando os poderes que tem sobre a matéria resgatada num universo liberado.

Secção I/2: Cada ser senciente tem o direito incondicional e inalienável à Ascensão.

Esta subsecção explica como os Mestres Ascensos usam o seu conhecimento avançado da tecnologia espiritual da Ascensão e como, ao utilizarem o Fogo Elétrico da Redenção, auxiliam a todos os seres que através do livre arbítrio escolheram a Ascensão.

Seção I/3: Cada ser senciente tem o direito incondicional e inalienável de se fundir com outros seres proporcionalmente à posição na sua Família/Mandala de Alma.

Esta subsecção é um instrumento para a regulação de todas as relações dentro de uma Família de Almas. Ela garante a fusão de seres de polaridades opostas (almas gémeas) e o alinhamento de todos os outros seres independentemente do seu estado de desenvolvimento e condições externas.

Secção I/4: Cada ser senciente tem o direito incondicional e inalienável à informação.

Esta secção é a garantia de que todos os seres receberão toda a informação que necessitarem para entender seu papel no Universo, uma perspectiva ampla da evolução e tudo o que for necessário para o seu crescimento, bem-estar e tomada de decisão. Todos estes dados são providos pelos Mestres Ascensos e outros seres que supervisionam a evolução de várias raças e civilizações.

Secção I/5: Cada ser senciente tem o direito incondicional e inalienável à Liberdade.

Esta subsecção explica que cada ser tem um potencial ilimitado para o seu crescimento e experiência de vida. Como todos os seres de um Universo livre criam somente o positivismo, e a sua liberdade nunca entra em conflito com a Liberdade de outros seres.

Secção II: A Lei da Divisão das Partes em Conflito

Cada ser senciente tem o direito incondicional e inalienável a ser separado e protegido das acções negativas de outros seres sencientes.

Esta secção regula as condições nas zonas do universo que tenham acabado de ser libertadas da influência das Forças da Escuridão mas que ainda não tenham sido aceites na Confederação. Ela exige que as Forças da Luz estejam sempre a servir de barreira para os grupos em conflito, prevenindo-os de causar danos mutuamente. Então as Forças da Luz mediarão os conflitos até que eles estejam resolvidos. Esta secção é frequentemente usada para acabar com guerras e outros conflitos armados.

Secção III: A Lei do Equilíbrio

Cada ser senciente que tenha escolhido viver e agir contra os princípios do Código Galáctico, e que se recuse ou não esteja apto a aceitá-los de imediato, e que tenha medido as consequências das suas acções no passado, será levado para o Sol Central e reestruturado na essência elemental básica para viver um novo ciclo de evolução.

Esta secção regula as relações entre as Forças da Luz e as Forças da Escuridão. Quando derrotados, os seres pertencentes às Forças da Escuridão têm a oportunidade de aceitar o Código Galáctico, fazer o melhor que puderem para corrigir os erros cometidos e depois a viver positivamente. Caso eles aceitem serão perdoados e poderão juntar-se à Confederação. Caso eles não estejam aptos ou não queiram aceitar, eles são levados para o Sol Central, as suas personalidades e essências da alma são reestruturadas com o Fogo Elétrico e a sua centelha divina começa um novo ciclo de evolução.

Secção IV: A Lei da Intervenção

A Confederação Galáctica tem o direito incondicional e inalienável para intervir em todas as situações onde o Código Galáctico seja violado, independentemente das leis locais.

Esta secção descreve a política das Forças da luz sobre os planetas ocupados. A Confederação reserva-se o direito de intervir em todas as áreas, civilizações, planetas ou sistemas solares onde o Código Galáctico seja violado. Ela tem o direito de agir assim independentemente da posição das civilizações locais a respeito dessa intervenção. Ela sempre terá o direito de utilizar todos os meios pacíficos de educação e regulação. Se a massa crítica dos princípios do Código Galáctico tenha sido violada, ela terá o direito de utilizar força militar. Planetas sob ocupação directa das Forças da Escuridão são considerados casos especiais. As Forças da Escuridão normalmente fazem a população local refém para impedir o progresso das Forças da Luz. Na Terra eles utilizaram a guerra nuclear como ameaça caso as Forças da Luz resolvessem intervir. Esta é a principal razão para que as Forças da Luz ainda não tenham libertado este planeta (e não as afirmação absurdas comuns nós-não-vamos-intervir-porque-respeitamos-o-livre-arbítrio ou vamos-ficar-só-observando-enquanto-o-sofrimento-continua). Como em qualquer situação com reféns, isso requer muita habilidade de negociação e uma abordagem táctica. Esta situação está sendo resolvida e em breve o planeta Terra será libertado.

Secção IV/1: Cada ser senciente tem o direito incondicional e inalienável de convocar a Confederação Galáctica quando tiver necessidade e a Confederação Galáctica tem o direito a ajuda-lo, independentemente das leis locais.

Esta subsecção fornece as bases legais para a intervenção e auxílio para todos os reféns das Forças da Escuridão. As Forças da Luz sempre fazem o melhor que podem para assistir e melhorar as condições de vida de todos os seres pensantes, até mesmo na Terra. A situação do planeta Terra indica quanto poder as forças das trevas tiveram sobre a Luz neste planeta. Felizmente, isto está a mudar.

Secção IV/2: A Confederação Galáctica tem o direito incondicional e inalienável de implementar o Código Galáctico e de conquistar as áreas onde ele tenha sido violado, usando a força militar se necessário.

Esta subsecção dá as bases legais para a libertação de planetas ocupados com o uso de força militar. As forças militares da Confederação removem, ou dão assistência, para a remoção dos representantes das Forças da Escuridão e libertam os reféns. Então outras forças da Confederação guiam o processo de aceitação do planeta na Confederação através da educação da população local.

Talvez alguns humanos sintam que a Confederação não tenha o direito de intervir e que a Humanidade tem o direito de resolver os seus próprios problemas. Isto simplesmente não é verdade. A quantidade de guerras por todo o planeta somada ao constante abuso dos direitos humanos provou que a Humanidade não é capaz de cuidar da sua própria situação. Sendo assim, é muito melhor que ela seja guiada por sábios guardiões. A Confederação Galáctica dará assistência na substituição dos actuais controladores (Forças da Escuridão) que a Humanidade aceitou há muito tempo na época de Atlântida. Então o Código Galáctico será finalmente o código de ética universal em todo o Universo e não existirão mais trevas.

Planet Earth is the last planet in this universe under the occupation of the Dark Forces, the last relic of galactic wars that raged throughout the galaxy for millions of years.

As the Galaxy was being liberated form the grip of the Dark Forces, the Forces of Light have been evolving from a military force created in the urgent need to defend basic liberties of sentient beings towards a harmonious galactic and cosmic society. As beings within the Galactic Confederation have evolved spiritually and made their alignment and union with the Ascended Masters, they have discovered an inner codex that regulates all inter-relationships between beings of Light and their relation towards the Dark Forces and occupied planets. This codex is called the Galactic Codex and represents the legal basis for all actions of the Confederation in this and other galaxies. This Codex is not a rigid set of external laws but a systematized code of inner ethics of all souls of Light that all beings of Light accept with their free will because it reflects their inner truth.

We will now state the Galactic Codex in a form that is understandable to an average awakened being in a human society.

Section I: The Law of Divine Grace

Each sentient being has an unalienable and unconditional right to positive life experience.

To explain Section I we need to understand that suffering and pain have no value in enlightened Galactic society liberated from the influence of Dark Forces and other aspects of cosmic anomaly. To value pain, suffering and sacrifice as a part of the growth experience was a part of the programming from the Dark Forces in order to enslave the population of the occupied planets more easily.

Unconditional positive life experience of every sentient being in the liberated universe is guaranteed from the inner connection of every living being with the Source and strengthened by the power of Ascended Masters over matter which allows them to assist all living beings in their aspirations towards the Source and provide them with necessities of life. Life was never meant to be hard work and struggle but rather a journey of joy and creativity. Different subsections of Section I regulate all life in a liberated universe and all relationships between beings of Light so that conflicts never need to occur.

Let us explain the subsections:

Section I/1: Each sentient being has an unalienable and unconditional right to physical and spiritual abundance.

This subsection guarantees a positive life experience for every being in the liberated universe. The Ascended Masters provide for all necessities of living and for physical and spiritual richness and beauty using the power they have over redeemed matter of the liberated universe.

Section I/2: Each sentient being has an unalienable and unconditional right to Ascension.

This subsection explains how the Ascended Masters use their advanced understanding of spiritual technology of Ascension and by utilizing the Electric Fire of redemption assist all beings that free-willingly choose Ascension.

Section I/3: Each sentient being has an unalienable and unconditional right to merge with other beings in proportion with his/her position in the Soul Family.

This subsection is an instrument of regulation of all relationships inside a Soul Family. It guarantees the merging of beings of opposite polarity (twin souls, soulmates) and alignment of all other beings regardless of their state of development and outer conditions.

Section I/4: Each sentient being has an unalienable and unconditional right to all information.

This subsection is a guarantee that all beings receive all pieces of information they need to understand their role in the universe, greater perspective of evolution and all other pieces they need for their decisions, growth and well being. All this data is provided by Ascended Masters or other beings that supervise the evolutions of various races and civilizations.

Section I/5: Each sentient being has an inalienable and unconditional right to freedom.

This subsection provides that every being has an unlimited potential of growth and life experience. Since all beings in the liberated universe create only positivism, their freedom never opposes the freedom of other beings.

Section II: The Law of Dividing the Conflicting Parties

Each sentient being has an unalienable and unconditional right to be divided and protected from the negative actions of other sentient beings.

This section regulates the conditions in those sections of the universe that have just been liberated from the influence of the Dark Forces but that have not yet been accepted in the Confederation. It requires that the Forces of Light always divide the parties in conflict to protect them from producing mutual harm to each other. Then the Light Forces mediate the conflict until it is resolved. This section is often used to end wars and other armed conflicts.

Section III: The Law of Balance

Each sentient being that has chosen to live and act against the principles of Galactic Codex and refuses to, or is not able to, accept them now and balance the consequences of the past actions will be taken to the Central Sun, restructured into the basic elemental essence and begin a new cycle of evolution afresh.

This section regulates the relations between the Forces of Light and the Forces of Darkness. When defeated, beings that belong to the Forces of Darkness are given the opportunity to accept the Galactic Codex, do the best they can to correct the mistakes they made and to live positively afterwards. If they accept, they are forgiven and join the Confederation. If they are unable or unwilling to accept, they are taken to the Central Sun, their personalities and soul essences are restructured with the Electric Fire and their divine spark begin a new cycle of evolution.

Section IV: The Law of Intervention

The Galactic Confederation has an unalienable and unconditional right to the intervention in all situations where the Galactic Codex is violated, regardless of the local laws.

This section describes the policy of the Light Forces regarding occupied planets. The Confederation reserves the right to intervene in all areas, civilizations, planets or solar systems where the Galactic Codex is violated. It has the right to do so regardless of the position of the local civilizations about this intervention. It always has the right to use all peaceful means of education and regulation. If the critical mass of the Galactic Codex principles is violated, it has the right to use military force. Special cases are planets under direct occupation of the Dark Forces. The Dark Forces usually take the local population hostage to hinder the progress of the Forces of Light. On Earth they have threatened with nuclear war if the Light Forces would intervene. This is the main reason why the Light Forces have not yet liberated this planet (and not the so called we-will-not-intervene-because-we-respect-free-will, we-will-just-watch-as-the-suffering-goes-on nonsense). As in any hostage situation, this requires a lot of skillful negotiation and tactical approach. This situation is now being resolved and planet Earth will be liberated soon.

Section IV/1: Each sentient being has an unalienable and unconditional right of calling upon the Galactic Confederation in need and the Galactic Confederation has the right to assist, regardless of local laws.

This subsection gives a legal basis for intervention and assistance to all hostages of the Dark Forces. The Forces of Light always do the best they can to assist and improve the living conditions of all sentient beings, even on Earth. The situation on planet Earth just indicates how much more power darkness had over Light on this planet. Fortunately, this is changing now.

Section IV/2: The Galactic Confederation has an unalienable and unconditional right to the implementation of the Galactic Codex and of conquering the areas of Galactic Codex violation with military force if necessary.

This subsection gives a legal basis for the liberation of the occupied planets with military force. The military forces of the Confederation remove or give assistance in removal of the representatives of the Dark Forces and set the hostages free. Then other Confederation forces guide the process of acceptance of the planet into the Confederation by instructing the local population.

Perhaps some humans feel that the Confederation has no right to intervene and that humanity has the right to solve its problems by itself. This is simply not true. Many wars all over the planet and constant abuse of basic human rights have proven that humanity is not capable of handling its own situation. So it is much better that it receives wise guardians to guide it. The Confederation will give assistance in replacing current masters of the puppets (Dark Forces) that humanity has invited long ago in Atlantis. Then the Galactic Codex will finally become the universal code of ethics throughout the universe and darkness will be no more.
