Here is my proposal for setting up the education system for our youth. This is just an outline to help us get things moving.

The education debate has been growing and I would like to expand my thoughts on the topic of where do we go from here. Being that our citizens are located around the world we need a plan that would benefit as many Asgardians as possible. The internet has grown to the point to where anyone with the desire can educate themselves on just about any subject they desire.
My vision would use the internet to bring all Asgardian learners in to a virtual classroom to be taught by Asgardian educators in subjects from elementary thru to grade 12 based on the 12 system. To do this Asgardia will rely on educators to develop a standard education system to be approved by the Ministry of Youth and Education. After the system is approved by the Ministry and the Asgardia Parliament. The Ministry of Youth and Education will present the system to other governments for accreditation.

*The Procedures and Methods-
The education of Asgardian citizens will be accomplished through internet, multi-media, or physical classroom structure. The Ministry of Youth and Education shall recommend a Minister of Education to the parliament for appointment or removal by a majority vote of the Parliament.
The Minister of Education shall be responsible for the functioning of the Basic Educational System in all regards and implement and enforce all policy and procedures issued by the Parliament and The Ministry of Youth and Education.
The Ministry of Education
The Education Minister shall serve one term of no more than 10 years.
The Ministry of Education shall set enrollment requirements which are based on citizenship. Academic abilities shall not be considered for enrollment at any level of basic education program for any Asgardian.
The Ministry of Education shall, create an enrollment and
re-enrollment policy, set standards for advancement, set standards for graduation, set guidelines for removal from the system.
The Ministry of Education shall maintain an archive of academic
records for all former students enrolled in the Basic Education
Program. a.) The record for each student shall contain
parents'/guardian’s and students full name in Roman letters and the native language if other than Roman letters are used, home address, contact phone number and or email address, course subject term and finial grades for each academic year enrolled. b.) The database shall be backed up offline and not accessible to the public except by adult students, parents/guardian’s, or other entity with permission of the Ministry of Youth and Education. c.) Each academic year of data will be maintained for no less than 15 years after the scheduled student graduation year.
The Ministry of Education shall work to improve the Basic Education System and recommend changes to the Ministry of Youth and Education for approval.
The Ministry of Education shall submit a budget request yearly on or before the date set by the Ministry of Youth and Education.
The Ministry of Education shall prepare and present an overview of the state of education in Asgardia to the Parliament.
The Ministry of Education shall recommend an Education District
Minister to the Ministry of Youth and Education to be submitted
to parliament for appointment or removal of any or all Education
District Minister(s)by a majority of the quorum vote of the
Parliament.
*Management of the Education System

Due to the current global location of Asgardian citizens the ME shall create districts which fairly represent populations and cultures of citizens.
After the creation of districts the ME shall appoint an Education
District Minister (EDM) for each of the Educational districts created.
The ME shall over see development, implementation, and compliance to the Asgardia Basic Education System.
Duties and Responsibilities of Education District Ministers (EDM)
Education District Ministers shall oversee the education programs and implement programs as directed by the Ministry of Youth and Education and the Minister of Education.
Education District Ministers shall make recommendations for
instructors/educators to the Education Minister.
Education District Ministers shall make progress reports on the
district program for the Education Minister on Quarterly basis.
Education District Ministers shall monitor instructors/teachers to
insure lesson curriculum and schedules are followed.
Education District Ministers shall work with instructors/teachers to improve the education system and make recommendations to the Education Minister for changes.
Education District Ministers shall work to resolve concerns and
complaints by parents, instructors/teachers and students.
Education District Ministers shall coordinate with
instructors/teachers to create and maintain a database of academic records for all students enrolled in the Basic Education Program in their district.
a.)
