Recently they showed me what a complex life form that evolved on a planet with triple gravity could be (it has recently been identified at least two). Though we are far from having to worry about this, this setup seems similar to the United States, except on a larger scale. The United States is made up of 50 different, unique states, which can create their own laws and function partly on their own, though, must follow the federal laws created in Washington D.C. However, I doubt future civilizations would function the way in which you have described, as I feel there would be lots of regulations, and preexisting countries wouldn't allow normal citizens to go out and create new countries, rather, preexisting countries will set up colonies on celestial bodies, and then, as they grow in population, they would become puppets of the founding nation, or receive autonomy all together, with the same ideological views as the country whom started the colony. However, this is a long ways away, and so much can change between now and then. Countries may not even exist by then (unified humanity), or we may all be dead as a species, or we may take a Resource Based Economy approach to our civilization, and no countries would exist, and people would be able to travel freely throughout the cosmos, without having any government official or dictator owning anything as, with a Resource Based Economy, most work is done by computers, and people live off what is available, and aren't necessarily required to work. Money doesn't exist in that society, thus, crime becomes virtually nonexistent, and people wouldn't have to worry about who can mine what, as robots would mine it for us, and the amount desired by each individual will be meet.

7. his/hers/hens ? Overall I don't think this is necessary especially since currently under U.N Law no one nation can lay claim in outer space or on any celestial body. Also the fact that all of our population is currently on earth, never mind building dyson spheres or swarms, interstellar travel to other solar systems and other galaxies. If and by the time we do reach celestial bodies I'm sure the questions regarding who owns what will be answered.
