its not only the skyscraper launching the rockets the skyscraper is the country the hydrogen/oxygen from the ocean will be used to make rocket fuel

Tallest skyscraper is 828 meters, Kenya mountain height is 5199. This allows start from 6 kilometers. First stage engines stop at 80 kilometers. So, skyscrapers don't help much for launching rockets to space.
