Today, Asgardia celebrates Constitution Day. On September 9, 2017/28 August 0001, Head of Nation Dr. Igor Ashurbeyli approved the results of the vote on Asgardia’s constitutional charter. Voting began on June 18, 2017/01 Asgard 0001, a date which was later declared an Asgardian public holiday: National Unity Day. 72.5% of Asgardians voted in favour of the proposed Constitution.

The main point of the agenda of the day was the presentation of reports by the twelve committees on projects and legislation that they had been working on since the last digital session. -- Committee Reports -- Information and communications report - Dennis Shoemaker Safety and security- Michael Chirino Justice - Salvos Mouzakitis Finance - Alexander Ryzhy Equity and Resources - Alexander Alshvang Trade and Commerce - John Fine Culture Committee - Cheryl Gallagher Youth and Education - Boris Berenfeld Citizenship - Ariadne Gallardo Foreign Affairs - Ben Dell Manufacturing - Fernando Jimenez Motte Science - Luca Sorriso-Valvo Salvos Mousakitis, Chairman of the Justice Committee, then presented an update on Code development. MP Mousakitis explained why codes need to be created companion to the Judiciary Act, which ones are the most urgent to create, and where in the development process is at. Chairman Opik briefly reviewed the upcoming calendar of events before announcing the results of the weekend vote. Voting results -- total registrations 91 Agenda - passed Designation of years - passed Judiciary act (third reading) - passed Currency act (second reading) - passed Salvos Mousakitis nomination Deputy Chairman - unanimous He then wrapped up the meeting with thanks to the administrative team for helping make the session a success. Deputy Chairman Mousakitis expressed his thanks and gratefulness of the Members of Parliament voting him in. After the national anthem was played, Chairman Opik closed the meeting.

Chairman Lembit Öpik welcomed the Members of Parliament to day three of the ninth sitting of Parliament. He quickly reviewed the agenda for the day and announced the time when voting would be ending. The Chairman went through the work already completed over the last two days and reviewed the agenda for the day. Chairman Öpik also announced the tentative dates being considered for the next two Asgardia Legislative Forums would be 11 and 25 Scorpius 0004 (September 19 and October 3 2020). The upcoming ALFs would focus on the ACE Act and Sensitive Information Act. He also discussed the upcoming physical sitting of parliament in November, the timing, location as well visa issues that MPs may encounter in obtaining visas for it. There was a brief discussion about the fees Asgardians being asked to pay and how Asgardia can make them more accessible to everyone. Chairman Öpik suggested making a dedicated brainstorming session to discuss the issues and possible solutions.

The Chairman of the Information and Communications committee, Dennis Shoemaker, presented another piece of legislation that is now in development - Sensitive Information Act This proposed Act outlines a formal information classification system that would need the proper clearance to view or handle classified documents or to get access to classified data. The Act has articles that spell out clearly who has access and how information is handled, which sensitive information that is too sensitive, release dates for archived material, and who is the responsible party for information in Asgardia. MP Shoemaker added that this Act is a skeleton that could be added to in the future. The floor was then opened to feedback, thoughts, and suggestions from members of parliament on the Act.

An in-progress piece of legislation, Asgardia Corporations and Enterprise Act (A.C.E.) was presented by the Chairman of the Trade and Commerce Committee John Fine The purpose of the Act is to promote free enterprise, the expression, and growth of personal initiative and individual judgment in the interests of Asgardia’s economy. The act also ensures high standards of corporate governance, define the terms for partnership in the terrestrial economy, creates optimum conditions for the aggregation of critical, risk management; defines the rights and obligations of shareholders and directors; and defines the operational parameters for Non-Governmental Organisations. These goals are achieved through systems to aid, counsel, assist and protect the interests of Asgardian private business, ensuring a fair proportion of the Government business occurs through Asgardian enterprises. After the presentation, MP Fine answered questions from AMPs and proposed suggestions for terminology and additions. MPs discussed some of the legalities, how it would relate to other Legislative acts, arbitration policies and processes, and other additions that may be needed in the future. Future conversations about this Act will be discussed at future Asgardia Legislative Forums (ALFs) as well as the need for expert input into its creation.

The next section of the meeting focussed on two pieces of core legislation that have made their way through the approval process. Judiciary Act - presented by Chair of Justice Committee Salvos Mouzakitis This is this ACTs third official reading and is up for an approval vote in the sitting. MP Mouzakitis outlined some of the minor changes from the earlier version, the reasons for the changes, and some clarification about the terminology. The MPs then asked questions about the changes, some of the terms used, and the process. This ACT would be the core of the Judicial system of Asgardia but Codes will be created in the future for more specific issues as additions to the ACT. Currency Act - presented by Deputy Chairman of Parliament and Chairman of the Foreign Affairs committee Ben Dell The Currency Act was presented for its second official reading. MP Dell outlined the changes made to the Act and responded to questions about the changes from compatriot members of parliament. He fielded questions from members of parliament which led to a lively debate about the future of the currency of Asgardia. A discussion was held as well about the symbol of the Solar, the logistics for issuance, and physical currency possibilities.

Chairman of Parliament, Lembit Öpik, presented to Parliament a proposed system that would identify the time before the formation of Asgardia and after. How it would work if adopted: Asgardia was founded on 6 Ophiuchus 0000 (12 October 2016) so the entire year of 2016 would be designated as Year 0000. The years before the founding of year Asgardia would be noted as ‘Before Asgardia’ or ‘BA’ and the time after the founding of year Asgardia would be noted as After Asgardia’ or ‘AA’ As an example: - '2014 AD' is represented as '0002 BA' - ‘2015 AD’ is represented as '0001 BA’ - ‘2016 AD’ is represented as ‘0000 AA’ - ‘2017 AD’ is represented as ‘0001 AA’ - ‘2018 AD’ is represented as ‘0002 AA’ After the presentation, the Asgardia MPs in attendance held a discussion about the proposal in which the logistics of implementation and proposed alternatives to the terminology.

The next item on the agenda was the nomination of Chairman of the Justice Committee, Salvos Mouzakitis, as a Deputy Chair of Parliament. The need for the added Deputy Chair is due to an increase in the workload of Parliament and will share the duties and some of the responsibilities of the existing Deputy Chair of Parliament. MP Mouzakitis has worked unofficially in the position for the last two years. MP Mouzakitis addressed parliament about how honored he was for the nomination and that he was ready to take on the official position and workload. Many of the Members of Parliament, including Deputy Chairman Ben Dell, voiced their support and endorsement of the nomination.
