Those two can and do co-exist however the challenge will be bringing harmony to that role. It will rely on trust above all else. Can we trust leaders to do their duty?

So I assume you're mainly talking about a constitutional democracy? So we'd be protected by rights that would prevent the majority from harming the minority?
Also, in a dire situation, I would think it would be more difficult for an individual to make a vote for what's best for humanity if voting against would save their own life. I believe sometimes you need that leader to make the tough decision of what's best for humanity. In space I bet though choices would become more frequent, or I'm just watching too much of "The 100". :)
Just putting some thoughts out there, playing devil's advocate. The blockchain idea is great though. We should integrate that technology into our Asgardian systems.
If we can creat an online system secure enough for banking I see no reason why we couldn't do it for voting.
