The fees must be levied on those who just want to apply for citizenship without any development contribution for ASGARDIA. Free Citizenship should be provided for members who are contributing towards the new world of ASGURDIA.

Well, as for the short span, small dome like shelters covered with regolith and other types of insulation should be sufficient, atleast until medium or long range shelters are going to be established, because then some sort of magnetic shielding field is going to be necessary to protect against solar flares. As for artificial gravity, I personally think, considering that gravity is just the curvature of spacetime, we don't currently have the (known) technology to really recreate artificial earth gravity on another planetary body, but, the magnetic shielding field could act as a type of placeholder artificial gravity if almost everything that isn't related to some form of consumption, gets infused with some type of lightly magnetically attractable metal, that's honestly the best solutions I can come up with
