Fingerprints can be easily spoofed by the client. The intent is to exclude proxy users as these services are only really employed in the persuit of something they shouldn't be doing, which is never a good start.

I would suggest Asgardia follows the rules laid out in the Vienna Convention on Consular Relations. There's a list of normal consular services on the Consular Assistance page on wikipedia I propose Asgardia provide. I would post the link but I'm on my phone.
