Dear Nation Builders c/o Ross Cheeseright, Thank you for your endeavor to engage your government via the Parliament. As the author of the Citizens’ Rights Act, I provide the follow responses to your inquiry. In general, I will tell you that much thought has went into these articles and I collaborated with four other Parliamentarians. Additionally, it was scrutinized by Parliament as a whole, the Justice Committee and Attorneys. The stance of this document is that all freedoms and rights are bestowed upon Asgardian citizens and residents unless restricted by law. You have made certain assertions that I faced during the drafting of this law. These concerns were addressed in a diplomatic manner which leading to the final document. I will speak to your specific comments below: Article 5 Definition of “abridge” is as follows: “to reduce or lessen in duration, scope, authority, etc.; diminish; curtail” This definition makes clear that citizens and residents have full and complete freedom of speech. Of particular note, the following from the definition…”TO REDUCE OR LESSEN” The law does take in to account the digital nature Asgardia. You are failing to see that this article covers a citizen or resident whether in a digital or physical location. Specifically, there was a counter proposal that limited these rights to what I would call an online user agreement. Fortunately, I was able to get others to see the all-encompassing nature of the protections contained in the document. Understand that these protections are bestowed upon the individual and not where the individual is residing. No matter where the individual finds her/himself, these protection follow. This document does not prevent Asgardia from establishing online code of conduct for its digital outlets. I am not aware of any censorship and have seen discussions that I felt were wholly out of line but great care was taken to ensure these individuals are allowed to express their freedom of speech. Freedom of speech does not equate to anything goes. There are some limits such as but not limited to yelling fire in a theater, threatening other verbally or physically and hate speech. Article 5 & 6 Peaceful is defined as follows: “characterized by peace; free from war, strife, commotion, violence, or disorder: a peaceful reign; a peaceful demonstration.” Peace has a universally accepted meaning and understand. Your concerns here appear to be based in a standpoint of mistrust of the governmental bodies of Asgardia. We are sworn to a duty to serve the citizens/residents and faithfully execute the Constitution, Declaration of Unity of Asgardia, Act of Acts, this Citizens Rights Act and various other laws Article 7 Understand that the Citizens’ Rights Act is a foundational document that is not intended to address the specific hows. It creates the boundaries and guiding principles which relevant laws need to stay within. The example you have provided in regard to petitions is addressed in the Act on Act. Article 9 This will be addressed in subsequent Acts and administrative procedures adopted by the relevant governmental bodies for the requested information Article 10 As stated above, rights and protection are bestowed upon the individual and follow her/him where ever that may be, whether digitally or in person. Also as stated above, Asgardia can and should moderate its online digital outlets via the online code of conduct. Speaking for myself only, Asgardia’s digital outlets are a public forum for anyone interested to come and interact with one another. It is governed by the online code of conduct. I believe that Asgardia must create an online digital community that is restricted to citizens/residents only. This “private” community would enjoy all the protection that Asgardian laws and this Citizens’ Rights Act affords. Article 12 There is a principle of common understanding and I believe the article is clearly written and it intentions are also clear. The question you are apply to this article is misplaced because the article does not seek to address employment of Asgardians. It sets the boundaries and protection of employment as it relates to the employee. I find no ambiguity in the meaning of equal. I present the following definition from the dictionary: “as great as; the same as” Your other concerns shall be addressed in the relevant employment and labor laws. It would be inappropriate to address such things in the Citizens’ Rights Act. Article 13 See response to article 12 Article 14 States that everyone is entitled to education. It does mean that government will ensure all Asgardians have an opportunity to be educated within Asgardia. I expect that this is an obligation of citizens/residents. This along with your second concern/questions will be addressed in the area of education acts. Article 15 I believe your assertion is unfounded. The governmental bodies of Asgardia does not arbitrarily interfere with the rights and freedoms of its citizens and residents. As I stated above, all rights and freedoms are enjoy by citizens/residents except as limited by the acts (laws) of Asgardia. The governmental bodies of Asgardia are guided and bound by the Constitution, Declaration of Unity, the Citizens Rights Act and the other Acts (laws) adopted. Your example does not hold up as Article 5 specifically protect citizens/resident’s rights to peaceably assemble. Understand that Article 5 and the Citizens Rights Acts, as a whole, in part defines Asgardia’s purpose. You are in essence saying that the governmental bodies of Asgardia would circumvent its own laws in order to carry out its own will over the will of the people. Also, your scenario necessitates the government willful desire to suppress the people through violation and suppression of the letter and spirit of the law. I believe our government is far and away above such oppressive conduct. Article 16 Note that originally I did include specifics as you have raised but due to diplomacy I had to remove it from the documents. It was insisted that specifics be spelled out other acts. I expect these will be addressed within civil and family laws (acts). Finally, I want to thank you again for taking the time to discuss this matter and bringing your group’s concerns forward. Please note that this act was based on the UN Universal Bill of Human Rights, the Asgardian Constitution and the American Bill of Rights. Today on Telegram the HoN made the following comments in regard to the the US President Donald J. Trump's Executive Order on Encouraging International Support for the Recovery and Use of Space Resources. "Whether we can protect space from our usual Earthly conflicts is a questions. But we in Asgardia will do everything in our power to ensure that space does not turn into the Wild West, that cowboys are not chased on starships, conquering space resources and territories." "The only law that regulates relations in space was passed in 1967 and Americans simply refuse to sign any new agreements that would limit therir participation in space. That is, they carry the laws of the Wild West into space, we do not want to allow a 'gold rush' and space saloons with cowboys." I made the following observation in response to my fellow Parliamentarian's Facebook post excusing the above statements: With respect to your response. "That dawg ain't gonna hunt!" (I grew up in the South.) You say that the HoN comments were not meant to be derogatory. How can it be anything but derogatory when he says "...ensure space does not turn into the Wild West, that cowboys are not chased on starships." - "...they (Americans) carry the laws of the Wild West into space, we do not want to allow a 'gold rush' and space saloons with cowboys." I am sorry to say but you are being intellectually dishonest here. If one of our prime directives is not to get involved with earthly conflicts why did the HoN single out America. HoN should have simply stated Asgardia's position and not single the United States which is the number player on planet earth and in the United Nations whether I do not like, you do not like or anyone else does not like it. It is a simple fact. After the comments above by HoN how likely is it that the United States, let alone while President Trump is still in office, recognize or allow Asgardia into the United Nations. Diplomacy dictates that you never alienate those you seek to influence. ... We have to exercise great wisdom when engage in international affairs and display respect for those that we may not necessarily agree with. I do not understand how insulting the United States has been deemed acceptable. I will hold out hope that someone made the statements the behalf of our HoN and he is not aware of the contents.

Biometrics By: David Shahal Systems Engineer 07/13/2019 What is Biometrics? Good question. Biometrics is the term for measurements and calculations for the body. Temperature, heart rate etc. It is also used to Identify a person and for gaining access to a building, office, lab etc.. We often use it on our Phones for fingerprint logons, or Facial recognition to gain access to phones or buildings. It could be using your voice to gain access or logon. Biometrics is unique to the individual, which raises concerns about ones privacy and who has access besides you. Physical ID cards can be outfitted with Biometrics. What does this mean, it means the issuing entity can place all of your personal information on the card, height, weight, eye and hair color, Medical information, even banking information. Some people even implant an RFID chip into there bodies. This can give them access to office buildings, or health information. They can even track their own body temperature and heart rates. Look up Biohackers What can be on the ID card/chip etc.? 1. Passport 2. Driver’s license 3. Access control 4. Health records 5. Voting records 6. Banking records 7. Personal records 8. School records 9. ANYTHING GOES Is it safe? When you, logon to a website, do you trust it? Of course, you do otherwise you wouldn’t be logging on in the first place. However, with biometrics you have everything stored in one database, either on a chip on the card or in the cloud someplace. All of your information is located here. Meaning if someone gains access to it, your DNA, Financial and health information can be put at risk. Governments can use this information to grant you healthcare services or deny you services. Take an example from 2005 in which thieves who wanted to steal a Mercedes-Benz S-Class car cut the finger off of the owner in order to steal the car. You have also seen this happen in movies. Passwords vs. Biometrics: The use of passwords to gain access to your banking information is not biometrics, however if you forget your password you can request a new one within a few minutes you are back up and running conducting your banking. While biometrics you normally cannot change this. As it is set in your DNA, Fingerprints, voice, iris recognition or Retina just to name a few. You can’t change those things. Who uses Biometrics: To some extent the following Nations use some sort of Biometrics: Argentina, Belgium, Colombia, Germany, Italy, Peru and Spain. The US was considering adopting a National ID but that failed, India has a National ID program. Azerbaijan has implemented Biometrics and National ID. Concerns: National IDs and biometrics databases are often used by authoritarian regimes and used for government surveillance and social control 1. Surveillance 2. Private information 3. Government watch lists Conclusion: Is a Biometric ID a good thing? It can be with the proper protections in place. However, putting all of your personal information on one National Database is a risky venture. They are very expensive to implement, error prone and have a high risk to privacy and personal freedoms. Put in another way, the government has more control over you, what’s to stop them from shutting down your access to work, food, banking etc. just for speaking out against the government? Look at China, with social scoring in place, if you do something wrong, your social score goes down. This has a net negative effect on your ability to gain employment, travel and living your life. Can this happen here? You bet. Your Civil Liberties are at stake here. National IDs have often been used to discriminate against people based upon sexual orientation, race, religion, political views and ethnicity. So, Until the proper Legal Safeguards are in place to protect us from Government and Corporate abuse, I say no thank you. As the title states, Every Human can make a difference. I know inside each of us is the ability to change and the ability to create change. Ideas are born out of necessity. So, what can you bring to the table? What would you like to change? What would you improve or create that would help humanity? Is is improving food production? Home building? Jet Aircraft? Rockets? Space Travel? We all have ideas, some of you may not have engineering degrees or are scientists or doctor's. But that does not matter, you can all join in the discussion and bring your ideas into reality. The biggest threat to our Earth right now is Climate Change, whether or not you believe in the science behind it, you can feel the change with each passing year. So how would you make a change? What would you like to invent to change things for the better? Anyway, its up to all of us to bring about positive change to our world. As an Asgardian we may never make it to Space if we dont fix the things we have here on Earth first.

The Engineering Process By David Shahal Systems Engineer 06/26/2019 I will attempt to explain some of the basics of The Engineering Process as it pertains to Systems Engineering. First, I must tell you all I have been a Systems Engineer for the past 15 years in the Aerospace Industry. Second, The Engineering Process can be and most likely is applied across all engineering disciplines. So here goes. 1. User Requirements – the gathering of the User Requirements is the single most important first step within the engineering process. This is the bread and butter of what you are working towards. For example: if your customer wants to create a new Jet Engine, they don’t just say go make us an Engine, they give you requirements, how fast, how energy efficient, how heavy it is to name a few. a. These are expressed in SHALL, WILL, MAY, MUST etc. statements, “The Engine SHALL weigh 1500 pounds”. This statement is a customer must have item. b. A User Requirements review is generally recommended before any work is started. Getting together with your Engineering team and the Customer is a must. You may even start a question and answer document to share between You and Customer. c. User Requirements can be a long process of questions and answers, changes to the requirements, deletions or additions. when the requirements are locked down that is usually when you begin the next step. 2. Documentation – this is where you, the engineer will spend a lot of your time on. The creation of Documents. Verification and Traceability document, Test Plan Document, Test Procedure Document and Test Reports. You may also create User guides, Test Set documentation, Schematic Drawings etc. About 75% of your time as an Engineer will be spent on Documentation. a. Your organization may use a system called IBM Rational DOORS (Dynamic Object-Oriented Requirements System) to create, update and maintain your documents. Or you may just use Microsoft Word, Excel etc. for your documents. 3. Implementation – In this section you begin your design phase. You generate needed drawings and any extra documents, you create your engineering test boards (actual circuit cards, parts etc.), chassis, cabling, power requirements, Prototyping of your design, mockups if needed etc. 4. Testing – Does it work as expected, or do you need to rework your design. You have different types of testing, EMI (electro-Magnetic Interference), Lightning, Fire, Radiation, Software and other hardware testing as needed. a. You will also produce your Test Results documentation at this stage. So, brush up on your technical writing skills. b. You may be certifying your design at this stage, so documentation is very important. c. Quality Assurance will always be involved. d. Expect multiple meetings each week until you are done. e. Do not be afraid of speaking up for yourself, your design and your teammates.
