Rule 134

Any State which desires to become a Member of the United Nations shall submit an application to the Secretary-General. Such application shall contain a declaration, made in a formal instrument, that the State in question accepts the obligations contained in the Charter.

Rule 135

The Secretary-General shall, for information, send a copy of the application to the General Assembly, or to the Members of the United Nations if the Assembly is not in session.

Rule 136

If the Security Council recommends the applicant State for membership, the General Assembly shall consider whether the applicant is a peace-loving State and is able and willing to carry out the obligations contained in the Charter and shall decide, by a two-thirds majority of the members present and voting, upon its application for membership.

Rule 137

If the Security Council does not recommend the applicant State for membership or postpones the consideration of the application, the General Assembly may, after full consideration of the special report of the Security Council, send the application back to the Council, together with a full record of the discussion in the Assembly, for further consideration and recommendation or report.

Rule 138

The Secretary-General shall inform the applicant State of the decision of the General Assembly. If the application is approved, membership shall become effective on the date on which the General Assembly takes its decision on the application.

These are rules which is helping us to know more about our application by the United Nations. Like I wrote in my last posts we have to make contacts to the member countries and introduce ourselves. They should know about us before we send our application to the UN.
This a task of ministry of foreign affairs. I can't become the minister of foreign affairs because of my age but I would love to work there as a diplomat and help the nation to become a member of UN.

The recognition of a new State or Government is an act that only other States and Governments may grant or withhold. It generally implies readiness to assume diplomatic relations.

• The Security Council considers the application. Any recommendation for admission must receive the affirmative votes of 9 of the 15 members of the Council, provided that none of its five permanent members — China, France, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America — have voted against the application.

That means we have to start our diplomatic relationships to these countries. No country will vote for us if they don't know us and for that we have to make contact with their Ministers of Foreign Affairs. We can introduce our nation to these five country only from the diplomatic way. Contacting their Foreign ministers and introduce ourselves and requesting negotiations about recognition of Asgardia.

I'm thinking one of the important Ministries is Ministry of Foreign Affairs. Before we get our application to the UN we must negotiate with these countries to make them our allies. This is tough and difficult but not impossible. So let's make the right choice for our foreign minister. Let's write our diplomatic policies with them. Let's research about them and find out how they negotiate and about what themes.


I hope that Ministry of Foreign Affairs will be one of the first ministries that going to be active and build our future.

در این نوشته هدف من توضیح کوتاهی در مورد دو اصل علوم سیاسی خواهد بود که به کمک دیپلماسی میایند.
نام من رهام سلیمانی و کاندیدای منطقه فارسی برای وزارت امور خارجه هستم.

دیپلمات بودن کار لزوما آسان نیست! به عنوان دیپلمات شما فقط یک سفیر یا وزیر امورخارجه نیستید بلکه نیاز به برقراری ارتباط با مردم دارید. مردم خود شما و دیگر ملت ها. اگر به عنوان دیپلمات به دنبال موفقیت هستید، میبایست به میان مردم بروید، به محافل سیاسی رفت و آمد کنید و در محیط های آکادمیک سخنرانی کنید.
اگر یک تحقیق سطحی کنید متوجه میشوید اکثر دیپلمات های موفق (سفرا، وزرای خارجه و غیره) ارتباط مستقیم با جوامع دارند. مقوله هایی در علوم سیاسی وجود دارند به نامهای رفتار سیاسی و سیاست عمومی که به دیپلمات ها یاری میرسانند.

رفتار سیاسی شامل بررسی نحوه مشارکت مردم در پروسه های سیاسی و واکنش به فعالیت های سیاسی می شود. این مقوله بر بررسی رفتار انتخابات تاکید دارد که میتواند تحت تاثیر فشارهای اجتماعی قرار گیرد. اثرات روانشناسی فردی، مانند وابستگی های احساسی به احزاب یا رهبران، و منافع عقلانی رای دهندگان. اثرات جنسیت، قومیت، مذهب، درآمد و رسانه هم از فاکتورهای تاثیرگذار در تجزیه و تحلیل رفتار سیاسی هستند. نتایج این مطالعات در طول برنامه ریزی کمپین ها و مبارزات انتخابانی مورد استفاده قرار می گیرد و در طراحی تبلیغات و سیستم های حزبی نفوذ میکند.

رشته ای از سیاست های عمومی شامل بررسی مشکلات خاص سیاست و پاسخ های دولتی به آنهاست. دانشمندان علوم سیاسی مشغول مطالغه سیاست عمومی و تلاش برای یافتن راه حل برای مشکلات و نگرانی های عمومی هستند. آنها مسائلی مانند مراقبت های بهداشتی، آلودگی ها، جرم و جنایت، رفاه و اقتصاد را مطالعه می کنند. سیاست عمومی درباره حل مسئله، طراحی و اجرای استراتژی ها و ارزیابی نتایج است. علاوه بر این، این زمینه مربوط به فرآیند سیاستگذاری و بسیاری از بازیگران و سازمان هایی است که در آن دخیل هستند.

حال، یک دیپلمات خوب امکان استفاده این در مقوله از علوم سیاسی را دارد تا از این طریق نظر دیگر دولت ها و ملت ها را به موضوعات خاص به نفع دولت و ملت خود تغییر دهد. یک نمونه برای این موضوع وزیرخارجه ایران محمدجواد ظریف است. او از حدود ۲ دهه پیش، زمانی که سفیر دائم ایران در سازمان ملل متحد بود شروع به سخنرانی در مورد غیر نظامی بودن و اهداف هسته ای ایران در دانشگاه ها، محافل سیاسی، میان متخصصین و حتی نمایندگان کنگره در آمریکا کرد. نتیجه کاملا واضح است. بعد از سالها کار بی وقفه و ارتباط با مردمان و متخصصین آمریکایی موفق به ثمر رساندن یکی از بزرگترین و مهم ترین توافقات قرن ما شد. یکی از عناصر مهم در این کار فشار اقشاری از جامعه آمریکا به دولت آمریکا بود که حاصل سالها سخنرانی و ارتباط آقای ظریف با این جامعه بود.

Being a diplomat is not so easy! You are not just an ambassador or foreign minister. You should contact people. Your people and the other nation's people. If a diplomat wants to be successful he/she has to go to the people, political seminars, events and academic atmosphere.

If you do a fast research you can see most of the successful diplomats (Ambassador, Foreign Minister, etc.) are in contact with the society. There is something in political science called political behaviour and public policy.

Political behavior involves the study of how people participate in political processes and respond to political activity. The field emphasizes the study of voting behavior, which can be affected by social pressures; the effects of individual psychology, such as emotional attachments to parties or leaders; and the rational selfinterests of voters. The effects of gender, ethnicity, religion, income, and the media are also factors in analyzing political behavior. The results of these studies are applied during the planning of campaigns and elections, and influence the design of advertisements and political-party platforms.

The subdiscipline of public policy involves the study of specific policy problems and governmental responses to them. Political scientists involved in the study of public policy attempt to devise solutions for problems of public concern. They study issues such as health care, pollution, crime, welfare, and the economy. Public policy is about problem solving, designing and implementing strategies, and evaluating outcomes. Additionally, this field is concerned with the process of policymaking and the many actors and agencies that are involved in it.

A good diplomat can use these two elements of political science to change the opinion of other nation's government and people about his/her nation/country. An example is M.J. Zarif (The Iranian Foreign Minister). Since about 10 years as he was an ambassador in UN Newyork he has started to give lectures about Iranian peaceful nuclear program in Universities, Political Events, between experts and even congressmen and women. The result is clear. After years of work he has just done one of the biggest political deals in our century.

So this is what I am learning and researching about. To be a good Diplomat!

Dear Asgardians,

as the candidate of Ministry of Foreign Affairs I would like to write short what is Liberalism and Realism in international relations and why Asgardia needs liberalism.

International relations is the study of the interactions between nations, international organisations, and multinational corporations. There are two traditional approaches used by international-relations scholars—realism and liberalism. Realism emphasizes the danger of the international system, where war is always a possibility and the only source of order is the balance of power. Liberalism is more idealistic and hopeful, emphasizing the problem-solving abilities of international institutions such as the United Nations, NATO, and the World Trade Organization. According to many scholars, after the Soviet Union dissolved and the Cold War ended in 1991, the balance of opinion briefly shifted in favor of liberalism, but realists were quick to point to the potential for future international conflicts.

As you can see nowadays liberalism is the peaceful way to build international relations. I like to say it so: we don't have to be nor on the west or east block. That means we can build our diplomacy this way to build friendship with west and east block countries (most of the world) and that will be my policy.

For being a good diplomat you have to learn first being a good politician. Here is what a politician should learn.

What distinguishes political science as an academic discipline is its emphasis on government and power. However, the study of government and power is not confined to political science—it naturally permeates into other social sciences as well. For example:

• Economics: Economic and political processes are closely related because the actions of political institutions frame—and can either expand or constrain— economic activity. Republicans are more likely to promote free-market policies such as tax breaks and business deregulation, while Democrats favor business regulation and government intervention as a way of promoting economic equality. Additionally, economic conditions can have a direct influence on political institutions. Throughout history, the outcomes of many presidential and congressional elections have rested on the economy. Voters tend to vote against the party in power if they perceive a decline or standstill in their personal financial situations.

• Sociology: Political scientists also study the social bases of politics. For example, what are the political activities of various social classes, races, ethnicities, and religions? How do political values, attitudes, and beliefs come about? How do social forces work together to change political policies on issues such as abortion, criminal justice, foreign policy, and welfare? How do social movements outside of the formal institutions of political power affect politics? For example, the civil rights and women's suffrage movements helped to not only reshape public policy but public opinion as well.

• History: Political scientists attempt to analyse and understand historic political patterns in addition to specific political events. This requires putting historical events and texts into a political context. For example, how have political party systems helped to create long-standing changes in the electoral landscape and reshape traditional party coalitions throughout the 19th and 20th centuries? A good textual example is the U.S. Constitution. It is both a historical (and historic) document, in that it describes the creation of a new form of government by the Founding Fathers, and a political one, in that it sets the framework for the functioning of the U.S. government as a system of shared powers, checks and balances, and federalism.

The country’s burgeoning space sector could be a useful foreign policy tool.

On June 30 of 2014, India celebrated another successful launch of the Polar Satellite Launch Vehicle (PSLV), the workhorse of the Indian Space Research Organization (ISRO). This time, India’s Prime Minister Narendra Modi was in attendance. His SHAR speech emphasized the role of technology in aiding development and referenced the humble beginnings of the ISRO. Among the many points he made, two were geopolitically significant. First, he observed that the satellite being launched, SPOT 7, belonged to a developed nation: France. Second, he challenged the ISRO to develop a satellite that would serve the South Asian Association for Regional Cooperation nations. Those thoughts coincide with two of the three major foreign policy issues that confront India, as noted by Shivsankar Menon: its relations with major powers and its need for a peaceful and prosperous neighborhood.

That is what we need to run better diplomacies with other nations on the Earth and in the Space. We don't know our possible neighbours in the Space and we do not have any information about them! So we have to research them, make a good relation to them and through the peaceful technology work with them and build our power.

Dear fellow Asgardians,

Constitution, Chapter 7, Article 29: 2, 3

• Achieving international legal recognition of Asgardia, including establishing diplomatic relations with the Earth States, and opening embassies and consulates in such States, shall be one of the objectives of Asgardia’s foreign policy.

• Asgardia shall open embassies in all continents of the Earth.

That is what our law wants for our nation and I believe we just can reach this with good diplomats, who knows good diplomacy. Who has experience and has practiced diplomacy would know different present diplomacies on the Earth.

Just when you know them, you can handle different wings of diplomacy and I will assure you with what I experienced in my way to here it will be possible! I used to know and handle East block diplomacy like Iran and Iraq and also used to work with and in the West block doplomacy like Germany!
