As defined by regulation and decree that have not been officially revised, amended or superceded, the voting period to ratify the Constitution ended, and it did not succeed. And so it remains in a draft form and cannot be legitimately used to define, grant, deny nor rescind citizenship.

The leadership continuing to pretend to grant or deny citizenship on this basis and operate under ever-changing unofficial rules, is a totalitarian coup, a corruption of Asgardia and it's stated goals as the first space nation.
