Royal Council of Supreme Values

I have seen this body being referred to in the constitution and on other places, but i cannot find it's definition.

The name alone conjures up unhappy visions.

Can anyone point me to the definition of the Royal Council of Supreme Values and it's mandate and workings.

I find the idea of legislated morality (or values) to be utterly abhorrent and vile.

The "Royal Council" or "king's court.". It was the name given to councils of advisors and administrators who served early French kings as well as to those serving Norman and later kings of England.
